I think the test with -liconv should have succeeded:

$ ls -al /usr/lib/libiconv*
-rw-r--r-- 1 kbrown-admin None 1049448 Jan  1 01:12 /usr/lib/libiconv.a
-rw-r--r-- 1 kbrown-admin None    8264 Jan  1 01:12 /usr/lib/libiconv.dll.a
-rw-r--r-- 1 kbrown-admin None     899 Jan  1 01:12 /usr/lib/libiconv.la

I can ask for help on the cygwin list, unless you have something else to 
suggest first.
