Progress!  After these changes, make -k in the top-level build directory 
produces no new errors except in building xetex.exe.  The errors were 
all similar to:

libxetex.a(libxetex_a-XeTeXOTLayoutEngine.o): In function 
`XeTeXOTLayoutEngine':
/tmp/tl2009/source/Work/texk/web2c/../../../texk/web2c/xetexdir/XeTeXOTLayoutEngine.cpp:170: 
undefined reference to 
`__imp___ZN7icu_3_820OpenTypeLayoutEngine13getLangSysTagEi'

I know that cygwin-1.7 had some problems with import libraries that I 
think have been fixed.  I'll try installing the latest cygwin snapshot 
and see if the build will complete.
