Yes.

I just tried on cygwin-1.5.25-15 (but with X11R7), and it fails in a 
similar way to your attempt.

One other piece of data, for what it's worth:  I just retried on 
cygwin-1.7, but with gcc-4 instead of gcc-3.  The compilation goes on 
much longer than before, producing, a 3.5MB log file.  But ultimately it 
fails in a similar way as in my gcc-3 attempt, with a different error 
message after the malformed gcc command:

gcc-4 -g -O2  -Wl,--enable-auto-import -Wl,--enable-runtime-pseudo-reloc 
  tangle.c   -o tangle
tangle.c:2:21: error: cpascal.h: No such file or directory
tangle.c:17: error: expected '=', ',', ';', 'asm' or '__attribute__' 
before 'textfile'

Earlier in the log there are about 25 successful compilations that 
required cpascal.h.

I can't think of anything else to try, so I'll stop now and see if the 
TL developers have any suggestions.
