[tlbuild] new cxxhack testing requested

Hi Karl,
just for the record, the cxxhack works fine on Windows too.

On Cygwin cxx-test.exe is linked against KERNEL32.DLL and cygwin1.dll,
on MinGW it's linked against KERNEL32.DLL and msvcrt.dll.

There is no ldd for Windows and I used a GUI tool instead.  If anybody
is interested, google for "dependency walker".
