instead of omitting xindy entirely, you can avoid dependency on
installed (pdf)latex by using configure options --disable-make-rules
and --disable-docs.

you still need to have clisp available before attempting to build xindy.

however the "default build" (meaning the one used by the Build script)
already omits xindy. or you can add --without-xindy.
