[tlbuild] win32/mk4ht, etc

Hi,

the Master/bin/win32 directory (in texlive) contains, it seems, the last
executable program which is not covered by the texlua wrapper (and a bat
file).

mk4ht.pl is now in texmf-dist/scripts/tex4ht/mk4ht.pl so maybe
bin/win32/mk4ht (and bin/win32/mk4ht.exe?) could be removed, and
bin/win32/mk4ht.bat created instead, which uses the texlua wrapper?

also there are probably some duplications:

e2pall
pdfcrop
pkfix
ps2eps
vpe

all these come both as .exe and a .bat file. i suspect that the .bat
file is a new way of doing thing (via a texlua wrapper), and the
executable is now obsolete?

also, win32 has 2 kpathsea dlls:

kpathsea35671.dll
kpathsea356.dll

is one of htem obsolete?
