I'm not a doxygen user. But it appears that doxygen is not writing
currently valid LaTeX code.<br>

You may have to do some manual editing of the .tex files. The
error messages should point you right to where to look.<br>
<br>
How many or which packages are _installed_ should have little
impact. What is important is which packages are _used_ by the .tex
file.<br>
<br>
If you don't have other responses here, you may have better luck at
stackoverflow or at tex.stackexchange. Discussion on this list
centers specifically on the text editor TeXworks, more than the
larger world of TeX.<br>

are trying to convert .tex files (output of doxygen) to pdf
