Sounds likely indeed.
However, Tw itself typically only adds the path to the main binary
program (in this case: pdflatex.exe) to $PATH. Otherwise, it takes
whatever it gets from the OS. Unforunately, I don't have an easy way to
test (print $PATH) on Win11 right now. Does this affect other people or
just the OP?
