I agree that for Tw, a magic comment is probably the best (and most
readable) option.
For the sake of completeness, there is also "Write UTF-8 byte order
mark" entry in the encoding menu (when you click on the third item from
the right in the status bar) that you could try. Since UTF-8 is
typically set as default in Tw, however, it does not really help you to
detect other encodings (as the absence of a BOM does not automatically
mark the document as non-UTF8).
