[texworks] problem with \magstep1

I am using MikTeX (2.9) in a PC, typesetting in plain TeX, and I am having problems with \magstep.

If I use TeXWorks in the mac, everything works as it should: the characters get enlarged, and the page size remains unchanged. However, when using MikTeX, typesetting with pdfTeX, then a funny thing happens: if I use \magstep1, the typeface size does not change, but just a smaller numer of characters are fit into each line, and the entire document looks very small, with lots of empty space. It looks as if all that was done was reduce the \hsize and the \vsize, which is not what I intended.

I attach a sample of a regular typeset document (using no \magnification command) and a second one using \magstep3, to stress the effect of the change.

Any advice on how to fix this will be appreciated.
