[texworks] Request: providing initial settings from outside

Thank you very much for your input. Indeed, a more versatile settings
management this has been on our wishlist for some time. Unfortunately,
things are rather complex, because in addition to your suggestion (i.e.,
enabling system administrators to provide their own defaults) we also
have to consider the opposite case (i.e., enabling system administrators
to prevent some settings from being overridden, e.g., security relevant
features such as file access for scripts). All this makes the situation
complicated.

That said, if you provide the tools.ini file you mentioned with your own
settings, Tw should use it instead of its built-in defaults.
