I don't know Windows eccentricities but I'd try to eliminate the single quotes from the offending line.
Another alternative is to place all the special configuration stuff in a file and use the -r option to read in that file. That way I can install lots of configuration stuff without extending the command. I actually have multiple ``tools'' using different configuration (rc) files. Each of the tools reads in a special rc file for that tool and a common rc file that contains things for working with the glossaries package, etc. I'm on a Mac and I've created a ``bin'' directory in the TeXworks folder and place all the rc files in that folder so they are easy to references (~/Library/TeXworks/bin/...).
