Generally, yes as LuaTeX is the officially designated successor to pdfTeX so
backwards compatibility is very important. However there are
some specialized primitives in pdfTeX, such as \pdfmatch, that are not
supported by LuaTeX---mostly because it was cleaner to re-implement them in
Lua. However, it is rare to find a package that absolutely depends on these
primitives.
