[texworks] Script for helping people start new QtScripts - Helps set up the header correctly

Hi,

Made a small change to reflect recent advice on list regarding the
meaning of a script header's version number.

The script guides you through making a correct header for a new Script
- QtScript (JavaScript), Python or Lua.
