I'm not completely sure what you mean. Measuring as with some kind of
ruler to determine distances? And what does synctex have to do with that?

Right now, this is not possible, unfortunately. Please note, though,
that Tw only has a pdf previewer. As the name suggests, it is a tool for
convenience when writing TeX documents - it's not a full-fledged
replacement for a dedicated viewer. However, measuring distances could
be a great addition for working on layouts, so please add this as a
feature request at http://code.google.com/p/texworks/issues/list.
