I think tabs are useful with and without project support. I work with
WinXP and when
I need to open two or three files to copy and paste different fragments
 from one
to another I prefer tabs than windows.

I've been using winedt for some years it provides project support with a
project tree,
but also open as much as file you need. Tabs are openend with complete
name organized
with several rows, something like:

file1.tex|file2.tex|.....
file10.tex|file20.tex|....

Just my two cents.
