Since the subject states you're using MiKTeX, you generally can get
packages through your MiKTeX Package manager. I doubt, however, that
you'll find this particular file... (see below)

Googling leaves you with a few links to the file on several servers.
Also, there are some links to discussions indicating that it's in fact
under a non-free license (the header states some conditions that
shouldn't be a problem for the average user, but may prevent it from
being included in open distributions; but IANAL).
So, if you really want that file, you can easily get it from the
internet. But as Herbert pointed out, there are alternative ways (which
may work better/can be used the usual way).
