In fact, I think TeXworks isn't even detecting my configuration folder, because I tried deleting it and it wasn't recreated the next time I started up. (Yes, I did back up first. :) I thought maybe the problem was that I had originally installed texlive in C:\Program Files\texlive and then moved it manually to C:\texlive, so I moved the whole thing back to Program Files, but still no go.

The TeXworks executable is in C:\texlive\2009\bin\win32\ and syntax-patterns.txt is in C:\texlive\2009\texmf-dist\context\data\texworks\configuration.
That sounds like a file that belongs to a ConTeXt-specific setup, it's not the default location I'd expect texworks to use. (Perhaps there's a batch file or similar for running texworks that makes it use this setup.)
Normally, the texworks resources will be found in a configuration folder within your home directory; on Windows, I think it's something like C:\Documents and Settings\(your user name)\TUG\texworks but I may not be remembering exactly right. Look under your home directory and I think you'll be able to find it.
