Absolutely It is extremely draft.
It would really do for some sort of project perhaps linked to the LaTeX Wiki
and like?
Although dated, the information will most likely prove to be sound in many
areas due to the extreme stability of TeX and Lamport's system itself.
NASA run the same aged material with a modified style sheet! (

It would be really neat to have updates and important packages added -
I'm certainly one for having a go at some of that.
