    Just to make sure â€“ you did mean pdfLaTeX, right?

Technically, it means when the LaTeX configuration file graphics.cfg is
read.  It is possible to do this from plain TeX using miniltx.tex; e.g.,
we do this in Eplain.

But it is true that there is no autoconversion from EPS to PDF in plain
pdftex "by default", as there is in LaTeX.  It is all triggered off
graphics.cfg and graphics.cfg only.
