Hi,
just my small comment: I use the csquotes package regularly which enables intelligent quoting. Here you are almost urged to define a shortcut for quotation signs that is just <quoted word>. Also otherwise I would treat them as brackets, i.g. they are sometimes used to group something together and that should be seen in the printed text.
