[texworks] New binary for Windows (295) and comment

Hi,

It is not about synctex, which works since ?? You need to have a recent 
pdftex program.
(Note: it should be -syntex=-1 to use the uncompressed syntex file, the 
compressed one doesnt work; unles I am still using late -- I just 
checked and  -syntex=1 is working, using filename.synctex.gz - so I was 
late :-(( )

I was commenting on the startup ini file of TeXworks: texworks-setup.ini 
in which you can define the forlders for the libs and ini files.
