The actions.txt file you mention was just a file with supplementary
information, with the patch I posted there it's possible to customize
(some) shortcuts through a ini file. More information about it can be
found in my comments to the issue.

So far it didn't make it into the official source code, however
(admittedly it's more of a quick hack than a proper solution). So if you
want to use it you'd have to get the source code, apply the patch, and
build the application yourself, unfortunately.
