[texworks] Command Completion

    Is latexmk part of TeX Live or other major distributions? 

It is not in TL.
Evidently it is in MiKTeX.

    (If not, should it be?)

It seems we could add it to TL without too much agony, since it is a
Perl script (and Windows .bat) and not an executable.

I've never used it myself, and there are other programs that aim to do
the same thing, but I have nothing against adding it, on general principles.

I'll put it on my pending list.
