[texshop] TeXShop 4.16 Panic Period Over

Folks,

Sparkle will now offer to update TeXShop to 4.16 only if the user is running El Capitan or higher. 

The TeXShop home page states that 4.16 requires El Capitan or higher, but mentions that 4.15 is available for users running Yosemite.

The TeXShop "obtaining page" offers both 4.16 and 4.15, as well as selected earlier versions. 

(Users updating from 4.15 to 4.16 should see a faster download, since 1.1 MB of material is downloaded rather than 44.9 MB.)
