Well, it just so happens that I have my copy of <i>Hart's Rules</i>
to hand, as also my copy of its successor <i>The Oxford Guide to
Style</i>, as well as Robert Bringhurst's <i>The Elements of
Typographic Design.</i> If my hay-fever will allow, I shall try
to find what they have to say (if anything) on the matter.<br>

I regret to say, I can find nothing. Of the three, Bringhurst
isthe most likely to contain real guidance, but despite a careful
search I was unable to find anything relevant. Which is not to say
that it is not there, merely that I cannot find it. Nor, searching
the web for collocations of "descender" and "textblock" can I find
anything (same caveat as preceding).<br>
