Well, if we'll quibble so readily over precise phrasing, perhaps I could have a quote (from a message of mine) that indicates you NEED to use \UseRawInputEncoding?

I never wrote that. In fact, the paragraph you quote immediately preceding your own specifically refers to NEEDING to specify an encoding.
