question regarding installation of packages

The 19.04 version of Ubuntu is past its End If Life date which means it is unsupported.  See: https://lists.ubuntu.com/archives/ubuntu-announce/2020-January/000252.html

Packaging TeX Live for Debian and Ubuntu takes quite a bit of work.  You can’t update from the distribution-supplied packages to something new you find on CTAN without some headaches.  Generally if you are wanting to be on the cutting edge of CTAN you want to make a vanilla install of TeX Live rather than use what is provided by Debian and Ubuntu. Think about your usage needs before going down that path.  Any lack of integration between a vanilla install of TeX Live and the rest of your system would end up being for you to resolve as the system packagers generally tries to work such issues out with their packaged attempts first.
