Today there are really only a limited number of drivers in use

- "pdfmode" (pdfTeX/LuaTeX generating PDF directly)
- dvips
- (x)dvipdfmx
- dvisvgm

all of which support the rotation concept, although the detail varies 
(and is covered within the various .def files used by graphicx).
