I'm not a Mac user, but this may not be a Mac question.

The download URL is:

If, with a suitable http tool, I retrieve the http header
for that url, I find:

200 OK
Connection: close
Date: Thu, 14 Dec 2017 18:01:38 GMT
Accept-Ranges: bytes
ETag: "592506e4-baeb7cb9"
Server: nginx/1.10.3 (Ubuntu)
Content-Length: 3135995065
Content-Type: application/octet-stream
Last-Modified: Wed, 24 May 2017 04:07:00 GMT
Client-Date: Thu, 14 Dec 2017 18:01:38 GMT
Client-Response-Num: 1

So the http server is seeing a 3 gig object.

It could be that your browsing tool does not know how you
want to handle the content-type "application/octet-stream"
-- I am only guessing.

I do notice that the HTML page you referenced
says "Download with Safari strongly recommended".
I do not know why.

I think it likely that the GNU command-line tool "wget",
which you might not already have in your system, would be
able to retrieve it.
