I have a set of tools that do this for biomed papers:

http://alum.mit.edu/www/toms/yvp.html

The yvp script takes the year, volume and page to locate the
corresponding entry in PubMed.  When one has a general reference, yvpg
will guess what the year volume and page are and call yvp.  This turns
out to be quite effective.

Given an entry in PubMed, mq and medlinebib will convert to bibtex.

There are some tools on the web that do this which may be more appropriate
for you.
