[texhax] Problem with figure

I have a copy of the first edition of the Latex Companion.  I had never 
used figure before and looked it up and found that among the 14 index 
entries to "figure", not one really told me how to use it.  Yes I guessed 
it was an environment and that \caption would provide a caption, but the 
figure appeared at the top of a page and nothing I could do would put a 
rule under it.  The Companion suggested that there was an option 
\botfigrule that ought to do that, but didn't no matter where I placed it 
(preamble, at the beginning of the figure, at the end), no rule appeared. 
I even tried something like \par\rule{\hssize}{1mm} at the end of the 
caption, but that just led to an error.

I have two questions.  How to add that rule and where I can find 
documention for figure.
