Nothing had been changed for years.  I suppose that you simply missed
one step.  LaTeX is stable since 1994 and PostScript/Type1 even longer.

Uncompress pad.zip from http://home.vr-web.de/was/fonts in TEXMFLOCAL.
You can expand this variables with

  kpsewhich --var-value=TEXMFLOCAL

on the command line.

Delete $TEXMFLOCAL/dvips/config/pad* because otherwise updmap will
probably complain about font maps in this directory and abort.

Install your .pfb files in $TEXMFLOCAL/fonts/type1/adobe/garamond and
rename them according to $TEXMFLOCAL/fonts/map/dvips/pad*.map .


  updmap-sys --enable Map=pad.map

You should then be able to use the fonts, assumed that I didn't forgot
something myself.

If you don't succeed, try to provide more information.  We have to
know *what* doesn't work.  The least we need is the error message.
