[texhax] \headline in LaTeX document

If article-chaos2011.tex is the original template, then let the
organizers send you a corrected copy.

* Inside \title* the \headline and \hline are wrong.
  \title*{Chaotic Modeling ... (2011)\protect\newline
    A Two Population Model for ... Problem}

Also there are errors after \maketitle:
* "\renewcommand{\thefootnote}" is unfinished.
* "\leftskip" is unfinished.
* "\setlength\headsep {16\pt}" causes an error (\pt is undefined).
  Correct is "\setlength\headsep{16pt}".

But that stuff shouldn't appear in the template.tex at all, this
belongs to the class that should define proper markup commands.
