[texhax] Help -- my toc's aren't getting the page numbers right

I'm building books with latex and the toc's for the front matter are off 
by one.  Page i shows up as ii, etc.  When I get to chapters, they work 
fine.  (And the links in the pdf files go to the right place.) 

I don't even know where to start -- I suspect I'm not giving you enough 
information, but if someone has an idea, I can send you actual code and 
more detail.
