[texhax] size of fonts in TeX modified??

Dear friends,

  My name is Fernando. I'm using TeTeX under Linux
(Slackware). I notice two problems. The first is that
the font size 10 cmr10 seems to me like a 9 point
size.
The second is that \footnote do not set the fonts at
8 pt like specified in the TeX manual. Can you give
some help?
