[texhax] Short article on the need for open source mathematical software

I believe that it may be of interest to point out that within the  
statistics community, which
one may or may not consider to be a part of or to be closely related  
to the mathematics
community (depending on one's religion) the free system/language  
``R'' has become the
de facto standard for statistical analysis.

This has had a strong positive impact on the subject; the existence  
of R, its nature, and
its surrounding culture very definitely encourage sound statistical  
practice, to the resulting
benefit of everyone who engages in or uses statistics or depends upon  
the results of the
application of statistical techniques.
