And apparently before reading any instructions on LaTeX2e.  He
should read l2tabuen.

IMHO everybody who still uses \bf should be happy about every
journal even _considering_ his paper.

No. His paper needs substantial rewriting, e.g.
- removing explicit layout like \setlength{\textwidth}{460pt}
- removing all \defs
- converting it to LaTeX2e by e.g. converting \bf to \textbf
- removing all explicit newlines (\\)
