there's a problem with changing tocdepth, since it takes effect at
toc-generation time, and the faq doesn't make _that_ clear either
(though it hints at it when it talks about the package tocvsec2).

so all-round change is in order.  so far i've tidied the markup of the
question (big deal).  will try and sort it out; whatever happens, it's
now at least on the list of things to do.
