TeX Live is a ready-to-run system with support for Windows (via fptex,
which you can get separately http://www.fptex.org).

It includes TeX and LaTeX and a lot more.

This is a simple snapshot of the CTAN archive.  See http://www.ctan.org.

The 2003 release of both will be available from tug in a few days,
depending on the vagaries of the mail.

    I have Windows computer. I need Tex and LaTex Software.

As David suggested, another alternative is miktex
(http://www.miktex.org).
