it's in the ams documentation somewhere or other; defined in one of
amssymb.sty/amsfonts.sty i think

it may do, in the same way that many of the other latex 2.09 font
commands still work -- iirc, \Bbb was modal, so that the braces there
were irrelevant.

to the original question: the likelihood is that the op wasn't
including the necessary package.  miktex includes the fonts themselves
in the default set, and miktex doesn't install things wrong ime.

christopher, please try the packages (if you haven't already), and if
you're still in trouble, post a "minimal failing version"[*] of the
document you have and the error message you get.

[*] i.e., strip out everything that _does_ work, just leaving the
things that fall apart.
