Current status:
texdoc -l babel-german
 1 /usr/local/texlive/2017/texmf-dist/doc/generic/babel-german/germanb.pdf
   = Package documentation (traditional orthography)
 2 /usr/local/texlive/2017/texmf-dist/doc/generic/babel-german/ngermanb.pdf
   = Package documentation  (new orthography)
 3 /usr/local/texlive/2017/texmf-dist/doc/generic/babel-german/README

Could you please swap 2 and 1? The ngermanb manual documents
contemporary ("new", i.e. post-1996) orthography, which is what most people use. 
The germanb manual (current default of texdoc) documents pre-1996 orthography; still useful, but rather
exotic meanwhile.
