Follow-up Comment #2, bug #369 (project texdoc):

Without change:

$ texdoc -l newfile
 1 /usr/share/texlive/texmf-dist/doc/latex/newfile/newfile.pdf
   = Package documentation
 2 /home/rrt/texmf/doc/latex/newfile/newfile.pdf
   = Package documentation
 3 /usr/share/texlive/texmf-dist/doc/latex/newfile/README
   = Readme
Please enter the number of the file to view, anything else to skip: ^C

With change:

$ texdoc -l newfile
 1 /home/rrt/texmf/doc/latex/newfile/newfile.pdf
   = Package documentation
 2 /usr/share/texlive/texmf-dist/doc/latex/newfile/newfile.pdf
   = Package documentation
