[texdoc] Weird behavior of `texdoc'

When I run
  env LANG=ja_JP.UTF-8 texdoc bxjalipsum >/tmp/t
(to take the output device out of the equation)
I see the expected binary characters in /tmp/t,
rather than the <XX> strings.

It's certainly possible that something in texdoc, or a Lua library,
is somehow transliterating the binary, but I don't know of anything
explicit for that. I have to wonder if it is something about the Mac
that is causing the bad behavior. Have you tried it with other packages,
just to see?
