[texdoc] `texdoc l2tabu-fr` opens .../l2tabu-french/README instead of .../l2tabu-french/l2tabufr.pdf

Hi Denis,

    all is in the title : running `texdoc l2tabu-fr`:
    - opens      .../l2tabu-french/README
    - instead of .../l2tabu-french/l2tabufr.pdf

As I understand it, it happens because the README has a details= string
(content is irrelevant) and l2tabufr.pdf does not.  (If I edit my
texlive.tlpdb to remove the details= string, it finds the pdf first.)
This is a bug in the l2tabu-french catalogue entry, which I can fix.


I think texdoc could ignore details= strings on README documents.  They
are self-explanatory.

Also, the string here is "The document iself", which to my mind adds
nothing, but the verbiage is nevertheless useful in the presentation at,
e.g., http://ctan.org/pkg/voss-mathmode.  Thus I think texdoc could also
ignore that particular string for priority purposes.

However, texdoc has not been updated since 2011.  I believe Manuel is
busy with other projects.  Would you like to work on it, Denis?
