[texdoc] texdoc tipaman finds German first

Manuel (or maybe if someone else wants to take up texdoc work) ...

Just received word that texdoc tipa finds 
  texmf-dist/doc/latex/tipa-de/tipaman-de.pdf
before
  texmf-dist/doc/fonts/tipa/tipaman.pdf
which doesn't make much sense, since the latter is part of "tipa" and
the former "tipa-de".
  
texdoc tipaman finds the English first, though ...
