I suggest having "perl" be an alias for "tlperl" in texdoc.
That will solve any perceived problem on Windows.

For non-Windows, the question is, what happens with a name that is an
alias for a package that doesn't exist?  If it just returns the usual
"not found" message, that would be ideal.  If it does something else
(namely tries to look up perl in the normal way, understandably
resulting in pedigree-perl), well, I don't know.
