When I run "texdoc -l context", the first entry is the gnuplot file
and the second one the Chinese document.  The reason is probably the
catalogue tag "= Package documentation" which is not present on your
system.

I'm wondering why the latter doesn't appear in the list at all, but
IMO it should be the first entry (despite of its size) because it's
the definite guide.

PDF versions of the manual pages are provided only because Windows
users can't access them otherwise, hence they should never been shown
by default if there is more appropriate documentation.  One can always
type "texdoc context.man" if desired.
