With an actual leading \, --macro could surely be assumed.

But I expect you'd also want texdoc foobar to consider the macro
\foobar, if there were no "good" packages matching foobar.  Forcing
people to type and quote backslashes on the command line seems like a
source of never-ending questions to me :).
