  apply the command line options in specified order

The former option parser process the command line options with random order
because of the specification of lua. It was not a big problem but inconvenient
in some situations:

- when multiple actions are specified, Texdoc will behave stochastically,
- the same thing will happen with specifying opposite options (e.g. -i and -I),
- the debug-config info from command line option also behave stochastically.

To avoid these problems, the parser have been fixed to process the command line
options with the specified order.
